Solid Silver German Ladies Lipstick Holder

I believe this is an antique German solid silver lipstick holder.
I don't know how this was used or if something is missing. There should be a top, but I don't know if it is missing.
No hallmarks exist, but it is tested for at least 900 silver.

It measures about 6cm H x 1.2cm W.
